With the wisdom of a Saint, how could a chance be given for someone to continue their evil deeds?

After absorbing the karma, the strength of Buddha Hell slowly increased. This was a positive cycle, feeding on karma to strengthen Buddha Hell.

As this continues, the prisoners inside Buddha Hell would continuously weaken while Buddha Hell grew stronger which makes it impossible for anyone to escape.
