Dragon and Phoenix pennants were draped from the sides of buildings in such numbers that it looked like the great towers of the city were dressed in fine robes. Even the bridges were decorated this year, streamers cascading out of Underbridge and dancing in the cold winter air.
The forges had been shuttered. The great places of industry the city was known for were silent, for the New Year had been declared a day of rest.
